Tradition of The Vietnam Youth Federation
As soon as the August Revolutionary was successful, on 27/09/1945, at the Congress of Hanoi National Salvation Youth Union, Uncle Ho directed to form a unified and widely youth front led by The National Salvation Youth Union as the core. Before this requirement, on 27/03/1946, Uncle Ho signed Decree no. 38 on the establishment of Youth and Sports Bureau. At the same time, the Standing Board of Central Party directed the General Ministry of Viet Minh preparing to found Vietnam Youth Union in order to meet the requirement of solidarity, gathering all classes of youth for the career of “Resistance and National Salvation”
In June 1946, The General Vietnamese Young Union was born (abbreviation is Vietnam Young Union), then change to the name of Vietnam Youth Union, is one widespread social organization of Vietnamese Youth with patriotism, volunteer to stand under the team of Union led by the national salvation Youth Union as a core. In late 1946, Vietnam Youth Union was the official member of International Democratic Youth Union.
- In February, 1950, Vietnam Youth Union held the first Congress at the Viet Bac Revolutionary Base in the fire and smoke of resistant war to fight against the invading French colonist. The representatives from all regions of the country attending. The congress was honorably to welcome our beloved Uncle Ho accompanied by the leaders of Communist Party and Government to participate in the meeting. Giving a speech at the congress, the beloved Uncle Ho heartily recommended: it was needed to perform solidity, great solidity in the Youth movement, needed to help each other for progress. At the congress, the representatives voted Mr. Nguyen Chi Thanh as the Chairman of Vietnam Youth Union (Mr. Nguyen Chi Thanh is the former member of Ministry of Politics, top-ranking General, Head of the Political General Dept of Vietnam People’s Army – the excellent pet of Ho Chi Minh president.) The congress of Vietnam Youth Union marked the vital developing step in the solidity, gathering of the youth with the core role of national salvation Union. - On 08/10/1956, the second national congress of Vietnam Youth Union was held in the Great Theater – Hanoi capital, the congress already unified all the Vietnam Youth organization with the common name of Vietnam Youth Federation. On 15/10/1956, the congress was honorably to welcome the beloved Uncle Ho accompanied by the leaders of Communist Party, Government to join the meeting. Giving the speech at the congress, Uncle Ho recommended: “Being the owner in future, our whole youth need to solidity closely, strive to struggle heroically, pass over all difficulties, emulate to contribute into the career to build up the Vietnam country with peace, unification, independence, democratic, rich and strong in order for us to be the owner in the future”. The congress already voted the Central Executive Board of the Association inclusive 52 people led by The Doctor – Labor Hero – Mr. Pham Ngoc Thach as the Chairman.
- In 12/1961, the third national representative congress of Vietnam Youth Union was held in Capital of Hanoi. The congress already evaluated the operations of the Association and the movement of Vietnam Youth in the first tenure, discuss the operation orientation in the second tenure: “closely solidify all classes of youth, encourage and organize for the youth to learn, strive to complete and exceed the first five year plan “, the Congress was also honorably to welcome the beloved Uncle Ho to join the meeting; the Uncle taught: I love the youth.
- Because the youth is the people to give strength for the revolution replace the old generation, at the same time, the granted in-charge people to direct the future young generation – meant the current children.
- Because the youth is the volunteer in the renovation and development of economic and culture, in the career of building up socialism.
- Because the youth is the basic force in the soldier, policeman, militia who are ardently keeping the order and security and country protection.
- Because in all works, the youth emulate to perform the slogan “wherever in need, there is youth; wherever faces difficulty, there is youth also …”
The congress already voted Professor Phan Huy Thong as the Chairman and mobilized for the youth to participate actively in the first 5 year plan, strive to support and assist the war of the compatriot and youth in the south.
To execute the Resolution of the Congress, more 10,000 of collective youths already strive to complete the first 5 year plan: 800,000 unionist, member, volunteer youth register to do effort according to the spirit: “One work for double” for the relative southern; 150,000 of youth volunteer to join Volunteer Youth team to fight against American invaders to save the country. More than 5 million of youths register to join the Movement “3 readiness”, “5 Volunteer” and participate the People’s Army to struggle for the independence, freedom and unification of the country and firm determination “Cut Truong Son Mountain vertically to go for the country saving” deserved with the compliment of Uncle Ho “You are the heroic generation of the heroic Vietnamese People”
The resistant war against American invaders for the country saving was won, the North and South reunified, perform the Resolution of The Central Executive Board of the Central Youth Union, at Ho Chi Minh City on two days 20 & 21/09/1976, Vietnam Youth Federation already held the conference to unify the youth front in the whole country. This is the great political event in the youth movement of out country. The first time in the city bearing the name of the beloved Uncle, the Delegation of Vietnam Youth Union met Delegation of Vietnam Southern Liberating Youth Federation. They discussed together for the reunification the Youth Solidity Front, naming in common Vietnam Youth Federation, meet the insisting desire of the whole Vietnamese Youth. The conference adopted new regulations of the Vietnam Youth Federation and negotiate to vote the Central Association Committee inclusive of 96 people led by Professor Le Quang Vinh as the Chairman of the Association. On two days, 24 – 25/9/1996, the national conference of Vietnam Youth Federation continued the meeting in Ho Chi Minh City to discuss and propose for the work of the Association in the new period. This is the live image in the solidity block, gather, unify of the Vietnam Youth, the large and powerful force of Vietnam Youth in building and protecting the country; the conference already glorified the feat of arms of the young generation in the career of struggling against American Invader for the country saving and build up the socialism. Especially, the conference also spared the time to discuss the work for consolidating the Vietnam Youth Federation in the new revolutionary term.
In September 1998, the conference of the Central Committee of Vietnam Youth Federation got a meeting in Hanoi already carry out to perfect the Association Central Committee; Mr. Ha Quang Du, the first Secretary of the Central Executive Board of the Union (5th tenure) was negotiated to be voted as the Chairman of the Association Central Committee replaced for Professor Le Quang Vinh receiving new task.
On 08/12/1994, the 3rd representative congress of Vietnam Youth Federation was held at the capital of Hanoi. 400 official representatives already joined this meeting. The congress adopted the amended regulations of the Association and negotiated to vote Mr. Ho Duc Viet as the Association Chairman. The Congress determined to choose the date of 15/10/1956 is the annual traditional day of Vietnam Youth Federation and propose the main tasks from 1994 to 1999 with 5 programs: “establish position in life, establish business, build up for the prosperity of the country”, “Improve the cultural standards, foster for young talent, develop culture, sports”, “Protect country, keep the order and security”; “Social work, protect environment”; “Friendship cooperation with the youth in the region and in the world”. 3 campaigns are “Saving, accumulation”; “Against illiterate, against unlettered”; “Humanitarian Blood Donation”. At the Congress in late 1997, Ms.
Truong Thi Mai – the Secretary of Central Union was voted as the Chairman to replace for Mr. Ho Duc Viet receiving new tasks.
Perform the Resolution of the Congress, in the tenure 1994 – 1999, varieties levels of the Association already mobilized the capital of hundreds of billions dong to support for more than 700,000 youths to organize for production, business, improve income to develop economic; build up 3,500 agricultural encouraging clubs, take care of 93,500 youth constructions valid 276 billion dong and attract nearly 12 millions turns of youth to join; launch the campaign “Summer Culture Light”; the movement of volunteer youth attract 80,000 members, youth to join; open the class to delete the illiterate for 500,000 turns of people; the construction work; strengthen and upgrade the quality of the Association with the positive developing step.
In order to evaluate the result of Association tasks and the Youth Movement in the tenure 1994 –1999; at the same time, propose the new task and orientation for the tenure, from 13 to 15/01/2000, The 4th National Representative Congress of Vietnam Youth Union was held in the capital of Hanoi. 599 representatives on behalf for the will, expectation for the official, member and the youth in the country already joined the congress. The congress occurred at the time when our people together with the people in the world stepped in the vital historical time transferring between two centuries. The Congress already adopted the amended Regulations and determined to propose 05 campaigns as follows: “Learn, over creative for the modernization and industrialization of the country”; “Help the citizen to establish business for the rich people and the strong country “; “The volunteer Youth for the community life”’; “For the sovereignty of the country, for the peace life”; “Build up the civilized lifestyle, charming with national character”. The congress already voted Ms. Truong Thi Mai – Secretary of the central Union as the Chairman.
At the 5th meeting of The Central Committee of Vietnam Youth Federation (Tenure 4) on 15/02/2003 already negotiated and perfected The Association Central Committee, The Chairman Delegation and the Permanent Board of Chairman Delegation of the Association Central Committee, Mr. Hoang Binh Quan, the Member of Central Executive Board of Communist party, the first Secretary of the The Central Union Executive Board was voted as the Chairman of Vietnam Youth Federation replaced for Ms. Mai receiving new tasks.
Perform the Congress resolution, tenure 2000 – 2005, the findings of Association work and Vietnam Movements got several developing steps; 05 campaigns of The Association also contribute significantly into the creation, fostering the virtues, characters for the Vietnamese Youth class growing up in the period of industrializing and modernizing the country. Nearly 290.000 members, youths were received the scholarship with the amount of above 90 billion dong; 361,000 members, youths supported, helped one another to establish the business with the amount up to 206 billion dong; nearly 500.000 members, youths were transferred, received the knowledge on technology and sciences. Only calculated for more than 3,000 young members alone, they achieved turnover more than 5 billion USD per year and give the stable job and income for more than 600,000 employees; 226,583 members, youths joined “humanitarian blood donation”; nearly 20 million turns of officials, unionists, youths participated in the volunteer youth campaigns: in early tenure, there were only 2.5 million of members; in late 2004, the total members in the whole country are 5.6 million (exceed the proposed target 600,000 members) … The above achievements made a significant contribution to the achievement of renovation work, Socio - economic development of the country for the past time.
Being considered, directed by Central party secretariat, from 25 to 27 of February, 2005, the fifth whole country delegation meeting of Vietnam Youth Union formally took place in Hanoi capital, with 798 delegates, leaders of Party, State, National assembly, Government, Fatherland front and ministries, branches, organizations of the central and Hanoi, key officers of central youth union, central association during periods, diplomatic corps and approximately 40 international delegation corps attending, directing and sharing the joy with the meeting. The meeting took place at the time that the whole party, the whole people, the whole armies were making every effort to successfully implement Resolution of the ninth whole country party meeting and 5 year plan (2001 - 2005). The general secretary of the central committee of Vietnamese communist party, Nong Duc Manh gave an important speech, concurrently on behalf of central committee of Vietnamese communist party offered Vietnam Youth Union the laudatory writing entitled “Vietnamese youth, solidarity, creative, ardent, voluntarily in building and protecting the motherland” . The meeting summarized the union work and youth movement in fourth term and putting forward work direction for union in fifth term, adopting revised union regulations, consulted to select and recommend Central committee of union in fifth term including 135 comrades, Mr. Nong Quoc Tuan, Secretary of central youth union was consulted and recommended to be the president of Vietnam Youth Union in fifth term. Responding to movement “Voluntarily emulating to build and protect the motherland” launched by the eighth nationwide meeting on the spirit of “Solidarity, creativeness and voluntariness” and resolved will “self - committed to follow path that Party, Uncle Ho and people selected, for the national independence and Socialism” Vietnam Youth Union meeting launched that Vietnamese youth would echo and participate 5 campaigns: “Youth is the vanguard of studying society”, “Youth is good at business doing, positively in eliminating hunger and reduce poverty”, “voluntarily for the community’s live”, “for the peaceful live”, “for the motherland sovereignty”, “Youth lives positively”
To assert the results, achievements and contributions of generations of cadres, members, youth with respect to the Socialist of Vietnam building and protecting career, on May 9, 2005, the President of the Socialist republic of Vietnam signed the Decision No. 433-QÑ/CNT to reward the Ho Chi Minh medal to Vietnam Youth Union for ”the excellent achievements on organization assignment, canvassing youth to participate movements on economic, cultural – socio development, National security – defense preservation, etc” contributed to build up Socialism and country protection.
Through a half century of building and growing up, looking back on the stages that Vietnam Youth Union spent, each Vietnamese youth is entitled to pride of each National history phase under the direction of Party and Great Uncle Ho, with regard to political key role of Ho Chi Minh Communist Youth League, Vietnam Youth Union has made excellent contributions to the struggle cause for people liberation, country unification, building and protecting the socialist republic of Vietnam, generation by generation of Vietnamese youth have made excellent contributions to revolutionary career, tempering the glorious tradition of Vietnam Youth Union and Vietnamese youth from every walk of life, constitutes: impetuous patriotism, identified themselves with National benefit, sacrificed themselves to national independence and freedom, jointly volunteered to the country prosperity, for the socialism, for the people happiness “Living, Fighting, Working and Studying as the Great Uncle Ho’s Model”
